Tc sensor and cl lambda generator (strong promoter)

This part serves as a sensor and reporter of intracellular tetracycline concentrations as well as producing cl (lambda) corrosponding to the level of Tc. This part uses a strong constituative promoter (J23106 - relative strength 1185) to drive production of TetR. The sensor and reporter portions are identical to Part:BBa_I744103.
